Personnel loans now possible between Karolinska Institutet and the Public Health Agency of Sweden
Karolinska Institutet (KI) has signed an agreement with the Public Health Agency of Sweden that enables the lending of personnel between the authorities.
Personnel loans (secondments) can be utilized both during peacetime crises and in normal situations to assist each other when there is a temporary need for specific expertise, describes Karolinska Institutet.
Peacetime crises
Government agencies can now lend staff to each other in times of peacetime crises. Peacetime crises are events that are different from normal, are difficult to predict, affect many people and parts of society, threaten important societal functions or involve a serious disruption or risk of such. Examples of peacetime crises are wildfires, large-scale migration or pandemics.
Temporary needs for special expertise
Agencies can also lend staff to each other in normal situations, for example to cover temporary needs for special expertise.
Formal co-operation agreement
In order to be able to use personnel loans, there needs to be a formal co-operation agreement between the agencies involved. KI has now signed a first agreement with the Swedish Public Health Agency, and will in the future review opportunities to create similar agreements with other agencies.
Personnel loans are only possible between government agencies, not with other employers such as Region Stockholm.
